GSA Overhaul Means Big Wins for Small Businesses
Interested in Government Contracting?
Clearwater, FL – June 2, 2025
This week, the General Services Administration (GSA) announced its groundbreaking updates to federal procurement policy—changes that promise to streamline outdated processes, eliminate unnecessary compliance burdens, and finally make federal contracting more accessible for small businesses.
Revealed during a GSA-hosted webinar attended by over 5,500 industry professionals, these revisions represent one of the most significant overhauls to the Federal Acquisition Regulation (FAR) in recent memory, signaling a significant step forward in the push for inclusivity, efficiency, and modernization across the government contracting space.
“We’re not just making it easier to do business with the government—we’re making it worth it,” said Stephen Ehikian, Acting Administrator of the GSA, during the webinar. “Our goal is to open the door wider to innovation, competition, and economic equity by ensuring federal contracting processes work for everyone, especially America’s small and disadvantaged businesses.”
The initiative is part of GSA’s broader “OneGov” transformation strategy, which aims to consolidate contract vehicles, simplify acquisition processes, and remove outdated regulatory requirements that have historically made entry into the federal marketplace difficult for emerging vendors.
Vendors will encounter fewer redundant processes, creating a more direct and transparent path to becoming eligible suppliers.
Outdated or duplicative documentation standards have been removed or updated, cutting down on time-consuming administrative tasks.
The changes specifically prioritize inclusion, providing new pathways for small disadvantaged businesses (SDBs), minority-owned companies, and veteran entrepreneurs.
The revised framework will reduce procurement timelines and costs for agencies and vendors.

Robin Carnahan, Administrator of GSA, also emphasized the long-term vision behind the reforms: “We are creating a smarter, more modern government that harnesses the talents of American businesses—large and small. These updates bring us closer to that goal by creating fairer, faster, and more transparent contracting processes.”
The reforms have been met with enthusiasm across the industry. Advocacy groups and business development consultants agree that the changes mark a bold step toward leveling the playing field.
“Far too often, we’ve seen qualified small businesses walk away from federal contracting due to red tape,” said Larry Pendleton, CEO of Government Services Exchange. “This overhaul doesn’t just reduce friction—it redefines the playing field. Our mission at GSE has always been to ensure that honest, hardworking business owners can take advantage of the largest buyer in the world: the U.S. Government.”
For small businesses wondering what these changes mean for them, the message is clear: the federal government is actively removing barriers and encouraging new entrants. These reforms are not just administrative—they signal that the federal marketplace is evolving, and now is the moment to act.
