Our Services

How Our Help Desk Helps

Think of us like calling technical support — but for Sam Registration. Tell us what’s happening. We identify the issue, explain what it means, and walk you through the next step. If you want hands-on assistance completing or correcting your registration, we can help with that too.

New Registration

Never registered with Sam Registration before? We handle the complete setup — UEI assignment, NAICS code strategy, business profile, EFT information, and entity validation from start to Active status.

Annual Renewal

SAM registrations expire every 365 days. We review your existing record, update outdated information, optimize your NAICS codes, and submit your renewal before you lose Active status.

Entity Validation

Validation failures are the #1 cause of SAM registration delays. We identify mismatches with IRS records, state filings, or address data and help gather the documentation needed to resolve them.

UEI Assistance

Your Unique Entity Identifier is assigned through Sam Registration. If your UEI isn’t generating or isn’t appearing correctly, we diagnose the issue and confirm your UEI is active and properly linked.

CAGE Code Support

CAGE codes are required for Department of Defense contracts. We verify your CAGE code is assigned, confirm it matches your entity, and help resolve any CAGE-related discrepancies.

Login.gov Support

Sam Registration uses Login.gov for all account access. If you’re locked out, forgot your credentials, or lost your two-factor authentication device, we walk you through the full recovery process.

Administrator Recovery

Lost access to your Entity Administrator account? We guide you through the process of recovering or transferring administrator rights so you can regain control of your SAM record.

NAICS Code Review

Your NAICS codes determine which federal solicitations you appear in. We review your business and recommend the codes that best reflect your services and maximize your federal market visibility.

Profile Updates

Changed your address, banking information, or key personnel? We help you update your SAM profile cleanly without triggering unnecessary re-validation delays.

Top 10 Reasons SAM Registrations Get Delayed

Most Sam Registration delays are preventable. Here are the ten most common causes — and what to do about each one.

1

Entity Validation Problems

The most common delay. Sam Registration checks your information against IRS and state records — any mismatch creates a validation hold that can last weeks without intervention.

2

Business Name Doesn’t Match IRS Records

The legal name in Sam Registration must match your IRS EIN exactly — including punctuation and abbreviations. Even minor differences trigger a validation failure.

3

Address Doesn’t Match Official Records

Your address must match your IRS records or state registration. Abbreviations, suite numbers, and ZIP+4 codes can all cause mismatches that stall the process.

4

Wrong EIN Information

Entering the wrong EIN or using an EIN that hasn’t been recognized by the IRS yet (common with newly formed businesses) will immediately trigger validation issues.

5

Missing Documentation

Sam Registration may require supporting documents to verify your entity. Not knowing what’s needed — or submitting the wrong documents — extends delays significantly.

6

Incorrect NAICS Codes

Wrong or missing NAICS codes don’t just affect your visibility — they can trigger review flags. Selecting codes that don’t align with your registered business type causes problems.

7

Banking Information Errors

Incorrect EFT information prevents federal payments from reaching you. Errors here are often not caught until after a contract is awarded — when it’s most damaging.

8

Login.gov Access Problems

Being locked out of Login.gov means being locked out of Sam Registration entirely. Without account access, you cannot update, renew, or even view your registration.

9

Missing Points of Contact

Sam Registration requires specific points of contact — including an Electronic Business POC and Government Business POC. Missing or incorrect contacts create registration gaps.

10

Waiting Until the Last Minute to Renew

SAM registrations expire every 365 days. Waiting too long to renew means any delay during processing could cause your registration to lapse mid-contract cycle.

GSE reviews every registration for these issues before submission — catching errors that would otherwise cost you days or weeks of delay.

Sam Registration Explained

What Is Sam Registration and Why Does Every Federal Contractor Need It?

SAM stands for System for Award Management. It is the federal government’s official database for businesses that want to receive federal contracts, grants, or payments. If your business is not registered and Active in Sam Registration, you cannot legally receive a federal award — period.

Managed by the General Services Administration (GSA), Sam Registration assigns your Unique Entity Identifier (UEI) and, for contractors working with the Department of Defense, a CAGE code. Keeping your registration Active, accurate, and renewed annually is one of the most important things a federal contractor must do.

  • Required to bid on any federal contract above the micro-purchase threshold
  • Must be renewed every 365 days or you lose Active status
  • Your NAICS codes determine which opportunities you appear in
  • Entity validation issues can delay your registration for weeks
  • An expired registration can block an award mid-contract

Sam Registration is free.

The U.S. government does not charge to register. GSE charges for our consulting time, expertise, and the hands-on help we provide navigating the process.

Frequently Asked Questions

Sam Registration Help Desk — Common Questions

Is Sam Registration free?
Yes. Registering directly on Sam Registration is free — the U.S. government does not charge for SAM registration. Government Services Exchange is an independent third-party consulting firm. We charge for our time, expertise, and the assistance we provide — including pre-submission review, NAICS code strategy, entity validation support, and government contracting guidance. You are not required to use a firm like GSE, but many businesses find the guidance and error prevention valuable.
What does the GSE Sam Registration Help Desk actually do?
Think of us like technical support — but for Sam Registration. When you call or submit a request, a GSE specialist reviews your situation, identifies the issue, explains what it means in plain language, and walks you through your options. If you want us to assist with completing or correcting your registration, we can do that too. We handle new registrations, annual renewals, entity validation problems, Login.gov issues, UEI and CAGE code questions, NAICS code reviews, and more.
My SAM registration keeps failing entity validation. What do I do?
Entity validation failures are the most common reason SAM registrations get stuck. The most frequent causes are: a mismatch between the legal business name in Sam Registration and what the IRS has on file for your EIN, address discrepancies, recently formed businesses whose IRS records haven’t fully propagated, and state filing inconsistencies. GSE specializes in identifying the specific cause of validation failures and working through the resolution — including gathering the right documentation and re-submitting correctly.
How long does SAM registration take?
A clean new registration typically takes 3–7 business days to become Active. Renewals for existing Active registrations are usually faster. However, if entity validation is required, the process can take 2–4 weeks without the right documentation and follow-up. GSE reviews registrations before submission to catch errors that cause delays — significantly reducing processing time in most cases.
What happens if my SAM registration expires?
When your SAM registration expires, your status changes from Active to Inactive. In that state, you are ineligible to receive federal contract awards or payments. Contracting officers check Sam Registration before issuing any award — if you’re inactive, you may be disqualified even if your bid was otherwise selected. GSE helps expedite reactivation of expired registrations and reviews your record before resubmission to catch anything else that needs updating.
I can’t log in to Sam Registration. What should I do?
Sam Registration uses Login.gov for all account authentication. If you’re locked out, the recovery process depends on what access you’ve lost — email, phone/2FA device, or both. In the most difficult cases, identity proofing is required. GSE walks you through the Login.gov recovery process step by step and, where needed, helps you navigate the Sam Registration Federal Service Desk process to regain access or transfer entity management rights.
What is a UEI and what happens if mine won’t generate?
A Unique Entity Identifier (UEI) is the 12-character alphanumeric ID assigned by Sam Registration that replaced the old DUNS number. It’s required for all federal awards. If your UEI isn’t generating, it usually means there’s an underlying entity validation issue preventing the system from assigning one. GSE diagnoses the root cause and resolves it so your UEI can be assigned and verified correctly.
What NAICS codes should I use?
NAICS codes define your business type and services in the federal system. Federal solicitations are filtered by these codes — if yours are wrong or missing, buyers searching for your capabilities won’t find you. You select a primary NAICS code and can add secondary codes. GSE reviews your business activities and recommends the codes that most accurately reflect your services and align with where federal spending exists in your industry.
What is a CAGE code and do I need one?
A CAGE (Commercial and Government Entity) code is a five-character identifier assigned by the Defense Logistics Agency. It is required for Department of Defense contracts and is assigned automatically during the SAM registration process for U.S.-based entities. Most federal opportunities eventually require one. GSE confirms your CAGE code is assigned, active, and correctly linked to your entity during our registration review.
Is GSE affiliated with the U.S. government or Sam Registration?
No. Government Services Exchange is an independent, third-party consulting firm. We are not affiliated with, endorsed by, or operating on behalf of the U.S. federal government, the General Services Administration (GSA), or Sam Registration. We provide consulting, preparation, and advisory services to businesses navigating the Sam Registration and renewal process. The official Sam Registration website is Sam Registration and registration there is free.
What certifications can GSE help with beyond SAM registration?
GSE assists with the full range of federal and state small business certifications including WOSB/EDWOSB (Women-Owned Small Business), VOSB/SDVOSB (Veteran-Owned), HUBZone, 8(a) Business Development, GSA/MAS Schedule Contracts, and state-level certifications like WBE, MBE, DBE, and DVBE. SAM registration must be active before pursuing any of these programs. GSE identifies which programs your business may qualify for and guides you through the process.
Can GSE guarantee my SAM registration will be approved?
No. Final approval decisions are made by the federal government — not by GSE or any third-party firm. What we do is review your registration thoroughly before submission, catch the errors that most commonly cause delays or rejections, help resolve entity validation issues, and monitor your submission status. Our process gives your registration the strongest possible foundation, but we cannot guarantee outcomes that are ultimately determined by Sam Registration.
