Government Services Exchange (GSE) is encouraging small businesses to review planned changes to the GSA Schedule program ahead of Multiple Award Schedule Solicitation Refresh 34, anticipated for November 2026.

The General Services Administration (GSA) has published an advance notice outlining changes that could affect businesses preparing Schedule offers and companies managing existing contracts.

The Multiple Award Schedule (MAS) program provides a purchasing channel through which eligible government buyers obtain commercial products and services. Solicitation refreshes update the program’s requirements, while mass modifications incorporate applicable changes into existing contracts.

GSA’s Refresh 34 attachment is a draft. Businesses should review the final solicitation and their contract modification before determining exactly how the changes apply.

Planned Changes Address Contract Duration, Clauses, and Technology

The draft identifies several significant updates:

  • Contract duration: Removal of the 20-year limitation on Federal Supply Schedule contracts as part of an “evergreen contracting” approach.
  • Contract clauses: Consolidation and replacement of numerous provisions and clauses.
  • Artificial intelligence: A new clause addressing government data protection and risks associated with large language model systems.
  • Domestic products: An optional certification for qualifying Federal Supply Schedule domestic end products.
  • Facilities services: Changes to the Facilities Support Services category that would eliminate HVAC maintenance as a standalone offering under that category.

Removing the contract duration limit would not guarantee indefinite work or automatic extensions. Businesses should examine the final terms governing contract continuation.

Preparation Should Begin Before Implementation

For GSE, the advance notice is a practical reason for businesses to assess their Schedule readiness and contract management processes.

Companies preparing new offers should review their documentation against the final solicitation when released. Existing contractors should identify who will review the mass modification, assess its effect, and complete any required acceptance.

A useful preparation checklist includes:

  • Reviewing current offerings and category placement.
  • Organizing pricing, catalog, and supporting business records.
  • Assigning responsibility for contract updates.
  • Identifying provisions that may affect products or services offered.
  • Recording modification deadlines and required follow-up actions.

GSA’s activity feed states that the Refresh 34 mass modification is to be accepted within 90 days of issuance. Contractors should confirm the deadline in their own modification notice.
